Care cases and re-engagement
A case is pastoral work with an owner. Re-engagement is people who went quiet.
Care → Cases is the case list. Care → Re-engagement is the quiet list. Pastoral notes on a person need notes.view_pastoral — if you cannot see them, that is the permission, not a blank record.

Open a case
From Cases, start one, assign an owner, and keep the thread on the case. This is not a support ticket to Disciplo, and it is not a first-timer card.

Work re-engagement
Open Re-engagement for people who used to come and went quiet. Give them an owner before the list becomes wallpaper.
